That part was intentionally left vague because I don't think we want to
rely on that. Ionen's reply expands on the actual conditions but I'm not
sure Bash actually documents any guarantees for this and the behaviour
is not the same on non-Linux.

(I first discovered this when porting to Hurd because for
cross-compilation, it picks a bogus tiny value!)

Carrying on from above: I'd left it out because I didn't think we'd want
to rely on it, but it is mentioned in the linked bugs.
