I think I'm happy with it, so please take another look.  Besides
reorganization and clarifications (following existing practices), the
most important process change is increased use of pull request / mailing
list patches and changed joining process.

The key point is that I don't feel confident granting people access in
blanco anymore, yet I still want GURU to be quite open and avoid
introducing a high bar for entry.  Therefore, I'm proposing that new
users will have to submit a few (say, 3-5) pull requests or patches that
are relatively good (i.e. suitable for merging to dev) before being
granted access.

All GURU users that feel experienced enough will be encouraged to review
and merge pull requests.  TCs and developers will review the access
request and decide whether the patches were good enough to join, or
suggest some additional task to check the "minimal technical and social
competence".
