New dev-hare/ category for packages related to the Hare language

Hello,

As part of importing some software written in the Hare
programming language (recently imported dev-lang/hare::gentoo)
from ::guru into ::gentoo, a new dev-hare/ category would need
to be created.

Packages in dev-hare/*::guru can serve as examples, which so far
only contains libraries.
