I don't think this is appropriate to do. It would mean you can't assume
anything in *FLAGS was actually used (which is relevant for reasons
other than performance, like testing, or transitioning ABIs). There's
also the /etc/portage/patches problem (which is being worked on:
https://bugs.gentoo.org/917047).

It would be a significant breaking change for any automation built
around Gentoo.
