From the discussion so far, it seems to me that one core issue is: 
Not everyone is using Gentoo on a personal amd64 machine (or even 
a few of them). There are people deploying Gentoo across a 
(possibly large) number of machines, e.g. in organisational 
environments, possibly involving a variety of architectures.

For example, Sam wrote:
