This is a good idea. I have been planning to implement this for a while. Last night, I created the GLILocalization module which does nothing more than load a tab-separated utf-8 encoded file with 3 columns (message id, language, and localized message) and provide a function to retrieve these messages/errors. Over the next few days, we will be fixing the code (backend and frontends) to use these localized messages instead of the hardcoded english messages. Once we have figured out all the messages that we will need, that's when we'll need help with translation.
