This really isn't even an issue anymore. I've added a "feature" to my bot that 
spams people when they join with a message to read the topic and reminds them 
that #gentoo-installer is *not* a support channel. It seems to be working 
already. We've been seeing a lot of joins and then parts 20 seconds later.
