You're right. This is from File Hierarchy Standard. But i think having read to put all under /opt somewhere on the gentoo site... AFAIK, /opt is supposed to be used for (mostly commercial) programs having their own installer (e.g. JDKs, JBuilder, etc.). "/usr/local" is the dir to be used for self-compiled binaries not being part of the distro. (If I understand the File Hierarchy Standard right).
