Stuck at stage 2 going onto 3

Just finished compiling stage 1 last night and I had gotten to Step 22:
 
        # export CONFIG_PROTECT=""
        # emerge --pretend system
        # emerge system
 
The system checked for all dependencies and attempted to download from:
 
 
http://www.ibiblio.org/pub/Linux/distributions/gentoo/distfiles/zlib-1.1.4.t
ar.bz2

tar.bz2> 
 
And failed to retrieve it.  Emerge attempted to retrieve the same file from
a different site but also failed.  I went to the site VIA a browser on an XP
machine to confirm the link and that I could download the file.  I jumped
out of BASH to the main root to perform ping tests to make sure my NIC and
TCP/IP stack was Ok, and they were.
 
Any thoughts?
