We are both saying the same thing.
noauto in fstab means no auto mount on boot.
No auto mount on boot means that you don't need to have a disk in the
drive because its not going to try and mount it on boot.

If you check dmesg output in my original post you will see that the
kernel identifies the drive correctly, just as it has done in all
previous installs I have done (of other distributions).

I come back to the absence of /dev/hdb
It appears that I could use mknod to create /dev/hdb, but I don't know
how to allocate major and minor device numbers.
However, I believe that Gentoo should have created /dev/hdb during the
install process.
