If you haven't, you should probably send this to gentoo-dev.  I don't 
recall if we ever had a pre-2.2 glibc, but you could always try to make 
your own ebuild based on the 2.2 one.  Then you just have to make sure 
that your profile uses (and keeps) that version when you bootstrap the 
system.
