PHP

I am following the instructions in the Desktop Configuration Guide and I
am having nothing but problems. When I try to do the following: ebuild 

	/var/db/pkg/dev-php/php-4.2.2.r1/php-4.2.2.r1.ebuild config

I get a the following:
	
	/usr/sbin/ebuild.sh: pkg_config: command not found

I have done an emerge rsync, emerge portage, and emerge rsync again with
no change in the message. The emerge php went fine afterward but I still
can't do the ebuild and my Apache won't process the test.php file.
