There have been a number of changes to portage and rsync lately. I 
know this as I regularly:

# emerge rsync
# emerge -p -u world

You may simply want to wait a few days and try again.

If it still breaks or you don't want to wait - you could report it 
as a bug. I found a similar problem with the OpenOffice.org 
ebuild and so reported it. In the case of OOo, the check for gcc 
version is broken.
