I don't have your complete answer, but maybe this will lead the discussion
in the right direction to solve your problem.

Doesn't portage check for the appropriate files in /usr/portage/distfiles
first before going out onto the net and fetching them?

If one could somehow get a list of all the required files, download them and
eventually have them end up in /usr/portage/distfiles, your emerge wouldn't
need an internet connection at all.
