Ok, more information:

1.)  I tried ftp to ibiblio.org rather than using web browser.  Also, I
made sure I set binary mode.  Then I burned a new CD.  Still same
problem.

2.)  Also. if I let the tar command continue, it eventually (after
several minutes) errors out with the following:

bzip2:  I/O or other error, bailing out.  Possible reason follows.
bzip2:  Input/output error
         Input file = (stdin), output file = (stdout)
tar: Unexpected EOR in archive
tar: Unexpected EOF in archive
tar: Error is not recoverable: exiting now
