tar extracting stage1-x86-1.4_rc1-20020908-1208.tar.bz2 to /mnt/gentoo

I have tried numerous times to extract the
stage1-x86-1.4_rc1-20020908-1208.tar.bz2. I have tried it multiple times
from each of the following sources: First the Live CD with UT2003demo, then
from the Live CD Basic, then using lynx to download the file directly into
/mnt/gentoo. I think I have everything needed to accomplish this squared
away. For the sake of brevity I will not go through all the details but only
mention I am following the commands as they are given on the x86
installation guide found on http://www.gentoo.org/doc/build.html . Every
single time I have tried I have recieved this error: tar: ./boot/boot:
Cannot create symlink to '.': Read-only file system.
