It tries to create these:

.qt_plugins_3.0rc.lock qt_plugins_3.0rc

I have no idea why the QT designers want it in /root -- but I strongly feel
that is incorrect.

Subject: [gentoo-newbies] KDE emerge issue (permissions)

When I emerged KDE, lots of times I got a message saying it couldn't create
a file ".qt" under a directory tree that started with "/root" because the
permissions weren't correct. My understanding is that when I log in as root
I should be at the "/" directory. Is this not correct? Also, as root
shouldn't I have basic permissions over everything?
