maybe your out of space on that partition ?
how come it is ro mounted, i never saw something about read-only mounting of one particular partition.

when a filesystem is mounted read only, the permissions are of no importance.
how did you mount /mnt/gentoo/boot
did you follow the correct order in the installguide 
do you give special options to mount (style -o ro)
