After you run env-update, it will give out this message because there is no make.profile. That's ok. When you emerge rsync one will be created, don't worry. You have to emerge a flavor of the kernel, even the guide saying one kernel should be there. I guess they decided to take the kernel off the stage4 tarball and forgot to update the docs. Simply follow the instructions to emerge one kernel flavor and do as instructed. Good luck!
