distributing sources

Gentoo is 'n source-based distro right?  So.  Howcome gentoo distributes its 
packages within tarballs?  Doesn't that work counterintuitively?  I mean.  
Wouldn't you get 'n further bandwidth saving if you used "cvs co" to do the 
initial emerge and then "cvs up"'s to do upgrades?  Now I know that emerge 
doesn't have support for cvs yet, but this I would think would be taking 
bandwidth savings (which was AFAIK one of the plusses of source-based 
distro's) to the next leel..
