stage3 install problems

I've been having some problems relating to the stage3 athlon tbird install. At this point I'm rather exasperated and would appreciate any help. Here it is; after a stage3 install my system is lacking the usr/src/linux (kernel files) and usr/portage (portage snapshot) directories needed to fully install gentoo, both of which, according to the docs, should be available. The idea was to have a dual boot system with Win XP (already installed). As I have a lame 56k connection with MSN, I have downloaded into XP and burned them on CD's. I followed the code listings almost word for word in the x86 install doc until I hit listing 9.2. After the command 'env-update' I received the message "/etc/make.profile isn't available; an emerge sync will probably fix this." Since I have no prior knowledge of linux, I haven't the first idea how to connect to my MSN account, and therefore cannot rsync. I continued on until listing 14.1, after which I received another message. The first part was exactly the same as the above; the second was "!!! no profile directory; system mode unavailable." I tried to look manually only to find that the directories 'usr/src/linux' and 'usr/portage' were nonexistant. How do I create etc/make.profile?
