compile options when rebuilding kernel

Hi, 

I've done an install of 1.4_rc1.  I'm currently rebuilding my kernel to 
change my module setup.  I noticed that the make isn't using the compile 
options I set in /etc/make.conf.  Is this normal?  Where would I add those 
options to rebuild the kernel?
