error on emerge gentoo-dev-sources

hi,
i'm trying to install from universal ppc livecd (2004.0) onto a powerbook 3400.  the livecd apparently doesn't activate pcmcia, so i can't do a network install.  

when i get to "emerge gentoo-dev-sources" i get an error saying all packages are masked.  

any idea why this is happening?  i created package.keywords w/the appropriate line (according to numerous forum postings) and the error changed to "specific key requires an operator"  i tried all sorts of stuff...could not find a real answer on the forums.

does anyone know what's really going on here?  i've been chasing my tail in the forums for hours now.
