I have not stumbled onto this one myself, but people out there seem to have encountered the same behaviour because they forgot to emerege devfs or udev (as the case may be in your installation). So you may want to try emerging the device manager of your choice (together with hotplug et. al. in the case of udev) and see if the problem goes away.
