tc per-flow traffic shaping?

Is it possible to tell tc to perform per-flow traffic shaping? The reason is that some of our branch offices must access a Windows Terminal Server, and the traffic flows of these branches seem to be fighting among themselves. I want to limit each flow to a guaranteed minimum of 64 kbps, while capping the combined bandwidth to 2048 kbps (at 28 branches, there's still a margin of 256 kbps which the flows can squabble over among themselves).
