Is there a reason why baselayout cannot be built in a package safe format?
I looked at the bug and agree that Azarah didn't provide much in the way of
details, but I've worked with Azarah long enough to know there's usually a
good reason behind the decisions he makes.

Can we give him the benefit of the doubt, at least?
