AFAIK it's usually a desktop functionality.  If you use Plasma launch 
SystemSettings, go to 'Disks & Cameras' and select your preferred device auto-
mount behaviour.

If you are using a stripped down desktop rather than a full DE, then a combo 
of a udev rule with /usr/bin/udisksctl should be able to achieve the same.
