Yes it does.  (See previous statement.)

I think the last time I needed to adjust preferences for format=flowed 
was in about:config.

That's mostly because there is exceedingly little need for adjusting the 
preferences for format=flowed.  As such Thunderbird developers have 
removed menu / config panel UI settings for something that effectively 
never needs to be changed.

  - mailnews.send_plaintext_flowed = true
  - mailnews.display.disable_format_flowed_support = false
