As a update, my old rig updated just fine.  No complaints about any ruby
packages.  I have basically the same packages installed since if my main
rig broke for some reason I could switch to the old rig fairly quickly.
I also checked, nothing in /etc/portage files about ruby either.  On
either system.

Weird that one rig is hit while another is not.  I'd normally think the
tree was in a bad state but I synced, got all the errors, waited a
little over a day and synced again.  I couldn't tell any difference in
the reported conflicts in the emerge output.

Weird.
