Hi,
I can say I have the exact same errors when multipathd is "catching" the 
usb disks before the dell tools can mount them. You can see in your logs 
that the sdb device attaches fine, so you do have a sdb device, it just 
disconnects before you see it.
So if it's not multipathd it should be something similar. Maybe usb 
guard would be a candidate 
(https://access.redhat.com/documentation/en-us/red_hat_enterprise_linux/7/html/security_guide/sec-using-usbguard) 
or some other protection software. But I can't say if they produce these 
errors because I do not use those. -- Or you forgot to reload multipathd 
after changing config :)
