linux-gpib 'api' on windows

FYI, I started turning things around, making the NI library look like
linux-gpib, instead of the other way around.
Although not directly related to the gpib-linux library itself, it might be
interesting for this list.
The instrument-control package of Octave (open source Matlab clone) depends
on the linux-gpib library. I had to work around the official NI library, so
it looks like the linux-gpib library/header filenames, etc. (btw octave
also provides a minimal cygwin environment.). Also I could not get the NI
provided gcc-library itself to work with gcc, so I generated a wrapper
library myself.
