Yes disabling tcs is best.  The rhld command or read of DIR causing
transitions to NRFD is actually nonsensical behavior.  There are several
errors in the acceptor state machine described by the tms9914a manual.  My
guess is the designers of the 82350b copied mistakes in the tms9914a
documentation into their hardware.
