I’m not sure whether I understand your issue correctly. The HP3488A is a 
Switch/Control unit that can be controlled remotely via GPIB. HP82335 is 
a GPIB ISA interface card for the ISA-bus in old motherboards. The 
interface card needs a Kernel module, but the HP3488A does not.

If you would like to control the HP3488A via GPIB, you can write for 
instance a python program that sends the comands via the GPIB using 
linux-gpib. The commands for controlling the HP3488A remotely via GPIB 
you’ll find in the description for the device, like this
