Ok, here it is.  Note that this version has been hacked for Intel, the 
original was for amd  (two line fix).

This is a shell script that has to be run as root.  If on main power it
does nothing, but on battery it aggressivly throttles.  Seems to work
but its probably not the most efficient one around.
