In that case I can't understand why you would be having any
problems at all, unless the kernel decided not to run acpi at
all.  Boot command line pci=acpi still forces it on I believe, and
other than that acpid has to be running.

Basically if you have anything /proc/acpi/ then acpi
must be running, and surfing the processor dir (/proc/acpi/processor)
should show the capabilities....
