Yes.
At least on my grx570.  I have it wired to a 
throttle event and it does indeed throttle.
If close lid it throttles down.
Open it and it throttles up again
Power it off while it is throttled down and it
forgets to throttle up again.  Ooops!!

It seems acording to SuSE 8.2, that they get
the same event on close and open, so they
keep a file that tells them the current state
and restore to that state.  SO... if you kill it
(or it runs out of battery) while throttled, and
you upen it while its still off (which you have to
do because the switch is on the inside), then
it does not register the lid event and 
comes up in a throttled state.
