Does your /proc/acpi/fan have anything in it?  Mine doesn't.  I never was
able to have ACPI drop anything in there using Andy's kernel or building
my own with ACPI patches.  I think this may be because parts of ACPI are
directly controlled by bios (http://tinyurl.com/heg7), at least in the the
R505TS laptop.  Have you tried to go into BIOS to tweek the settings to
see if they make a difference?  There is a Power -> CPU Performance
setting.  Changing this may quiet your fan, but it is also likely to slow
down your CPU as well which may not be what you want.  But it would be a
good experiment to see how much BIOS plays in controlling hardware.
