Just to round this out - my Debian 10 install with LXDE desktop was
showing the screen-freezing behaviour I described.   Linux Mint Debian
Edition 4 (which I believe uses Cinnamon) works OK.   I tried various
other desktops in Debian 10 and found that Gnome worked OK but couldn't
see the wifi (with its default setup, I didn't try wicd), also Gnome
wouldn't let me boot into any other desktops for some reason, so I
wiped it and reinstalled Debian + LXDE, then got wifi running with wicd
before the screen siezed.   So then I could ssh in from my other laptop
and load some other desktops.   Cinnamon works OK, even including
Synaptic.   Xfce siezes up similar to LXDE.   
(The quickest app to sieze up (in LXDE or Xfce) is Synaptic.   I've
read that Synaptic and Wayland don't get along.   I don't know if these
desktops are using Wayland or X.org, and it seems to be quite hard to
find out).

I don't think the IOAPIC bug is related, since that's common to all
distros.   

So though LXDE is my favoured desktop, I'll carry on with Cinnamon for
now, and might post on the LXDE or Xfce lists about the screen-sieze
bug.

TL:DR - Lenovo E575 (AMD chipset) - Debian with Cinnamon or (probably)
Gnome works, Linux Mint Debian Edition 4 works, LXDE and Xfce have a
screen-freezing problem.
