Hi, I have seen this as a problem with several different distros on several different PCs. It may be caused by the speed at which you burned the installation media. Try burning a copy of the installation media at 4x or 8x rather than at the much higher speeds that modern cd/dvd drives and software are capable. I suspect that your Debian 2.4.x cd was burnt some time ago at a slower speed and thus installs OK. Please let me know (through the list) if this solves the problem.
