Ultra Monkey development isn't as active as it once was, but it is still
alive. You should just be able to install ipvsadm and heartbeat on an
Etch system and follow the existing documentation.  The ultramonkey
package just sets up some dependancies and installs some
documententation. And the (slightly) customised heartbeat and ipvsadm
packages shouldn't be needed on Etch.
