Hi, Horms,
What happened was that the primary(dmccm1) surrendered all resources when
the ping failed, but what did not happen was that the standby  director
(dmccm2) did not take over.  I copied the piece of the log below which
indicated that the standby director remained standby by some reason.
Please note that "dmcm2 wants to go standby" in the log was an event
imediately following the failed ping.  At the mean time, failover worked
when heartbeat was turned off on the primary.

Very strange, that log seems to show that failover is occuring
as expected. Perhaps I am reading it wrong. What isn't happening?
