You may have a problem with the inetd or xinetd configurations.  Depends 
on the distribution how this stuff is set up, but normally thare are 
entires in the inetd.conf file in /etc that control the services that 
will be started on incoming ports.  There may also be arguments missing 
to enable telnet.  I'm not sure exactly, but that might be an area to 
dig around in.
