Jack,
On one of my PCs running Windows XP with the IPv6 stack enabled, I have
to use the actual interface number and enclose it all in brackets:
 
ftp  [fe80::212:3fff:fe25:2728%4]

Each system has it's own quirks.  I think a FreeBSD system may use the #
symbol instead of the % sign.

I am not familiar with the FC5 box, but you could also try appending
"%eth0" to the end of the link local address. Try it with and without
the brackets.

 ftp  fe80::212:3fff:fe25:2728%eth0

i am also exploring to see what needs to be on the ftp server side.
my ftp server target is a normal FC5 box, i am working to configure
vsftp to serve ipv6 ftp.

they say that i just need to set listen_ipv6=yes in the vsftp.conf file
and restart the daemon. does this sound right to you?
