I do in fact have a 5.4 FreeBSD system running that does use the #
symbol instead of the % symbol.

This is not really correct.  BSDs also use '%'.  In fact, it's a
'standard' notation defined in RFC4007.

Whether the '%' notation works for ftp is a separate issue, though.
Since ftp needs to exchange addresses in the application (ftp) data,
it's inherently unfriendly with scoped addresses such as link-locals.
