Could you be more specific, please?  Which application on FreeBSD are
you talking about?  The '%' notation is commonly interpreted in the
system's getaddrinfo() implementation, and I'm 100% sure that
FreeBSD's getaddrinfo() only uses '%' as the delimiter:

Of course, it could be the case that some application that happens to
run on a FreeBSD box has an application-specific notation with '#',
but I'd not say 'a FreeBSD system may use #' just because of such a
special application.
