The official version is (apparently) still mipv6-2.0.2 with kernel 2.6.16 available at http://www.mobile-ipv6.org/ Indeed, the merge of MIPv6 in kernel 2.6.19 was not complete. There are still some parts missing to have a fully featured HA and MN with mainline kernel. USAGI guy's are working on the last bits to merge, and if you have a look at their website you should be able to find a git repository with the latest development on the latest kernel.
