You are right. Nothing is handled by the current mip6d (umip) codes,
w.r.t. KeyMngMobCapability option.  The necessary modification should
be quite small to implement K-bit negotiation between the MN and HA,
though.

I know some folks (including myself) who worked on racoon - MIPL2
interaction,
but I am not aware of any activity on racoon2 - MIPL2 interaction, to my
knowledge.
You may also post an email to racoon2 mailing list and ask if there is
any
past/on-going activity of racoon2 - MIPL2 interaction.
