    More support for MISDN_CTRL_FILL_EMPTY and MISDN_CTRL_RX_OFF
    
    Add a common HW flag to support RX_OFF.
    Implement MISDN_CTRL_FILL_EMPTY and MISDN_CTRL_RX_OFF for the avmfritz
    driver.
