We build dual E1 cards around HFC-E1 chips. There are multiple E1 in a box, if one of the links fluctuates for whatever reason we get this issue. We dont have a problem with it as it happens rarely. Only problem is box is flooded with messages, we are not able to reset the link and have to hard reboot. What ISDN hardware do you have and which versions do you use ? You should try the latest version from git.misdn.eu. I fixed some of the conditions which caused this kind of error.
