I'm not sure what you mean by "new kernel series" or "switched".
The Linux kernel has been supporting all three competing ISDN
subsystems (ISDN4Linux, Kernel CAPI, and mISDN) in parallel for
a long time, and still does in the most recent release (3.9).
Has Debian started distributing kernels without i4l support?

They are not, of course. Just look at the list of kernel build options.
There are still adapters supported only by i4l and/or Kernel CAPI.
In fact, mISDN is designed for a specific class if ISDN adapters,
namely those with direct access to the D channel bitstream.

Correct me if I'm wrong, but AFAIK mISDN is geared towards telephony
and does not support ISP connections.
